I finally got rocket launcher working. It was a mismatch in version of MAME. I was using a an older version of MAME. SO get mame working, then get rocket launch working, next step is to get hyperspin working.
Still requires something called joy2key or xpadder. More stuff to buy. Pretty cheap though.
Also learned that archive.org has a BUNCH of stuff
